The name Chyameya S̺ume Kûgà is derived from the Sylvin language, as Chyameya S̺ume Kûgà was founded by Zogid, who was culturaly Rattu.
Climate
Chyameya S̺ume Kûgà has a yearly average temperature of 9°C (48°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a freezing -8°C (18°F). Chyameya S̺ume Kûgà receives an average of 137 cm/y (53 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Chyameya S̺ume Kûgà covers an area of nearly 12 km2 (4 mi2), and an average elevation of 2868 m (9409 ft) above sea level.
Overview
Chyameya S̺ume Kûgà was founded durring the early 12th century in winter of the year 1110, by Zogid. The establishment of Chyameya S̺ume Kûgà was somewhat plagued by a lack of willing colonists, leading to Zogid electing to pay people to resettle in Chyameya S̺ume Kûgà.
Chyameya S̺ume Kûgà was built using the conventions of Rattu durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Chyameya S̺ume Kûgà is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Chyameya S̺ume Kûgà is buildings are located arround a single crampt cobblestone mainstreet which forms a clockwise spiral to give the city a over all circular shape. The city is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the city's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Chyameya S̺ume Kûgà's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Unfortuantly, these top tier civilian fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Right off the bat Chyameya S̺ume Kûgà hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. It’s easy to see where their wealth comes from the more you look arround. Every aspect of the city has been developed with care and great thought. The people themselves act deliberately and with care in even the simplest of daily actions.
Civic Infrastructure
Chyameya S̺ume Kûgà has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Chyameya S̺ume Kûgà has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Chyameya S̺ume Kûgà. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Chyameya S̺ume Kûgà's parks.
Chyameya S̺ume Kûgà has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Chyameya S̺ume Kûgà.
Chyameya S̺ume Kûgà has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.

Chyameya S̺ume Kûgà has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Chyameya S̺ume Kûgà has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Chyameya S̺ume Kûgà's public wards, blessings, and other arcane systems.
Chyameya S̺ume Kûgà possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Chyameya S̺ume Kûgà has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Chyameya S̺ume Kûgà's natural decorations nor waterways.
Chyameya S̺ume Kûgà has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Chyameya S̺ume Kûgà has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Chyameya S̺ume Kûgà has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
One or more crime bosses have a powerful influence within Chyameya S̺ume Kûgà. They may control crime within the community itself, or they may use it simply as a safe haven from which to direct their minions elsewhere. Local law enforcement may know all about them, but lack the strength to confront them and their paid or intimidated henchmen.
Chyameya S̺ume Kûgà's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
In Chyameya S̺ume Kûgà sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.
The Flea, Giant near Chyameya S̺ume Kûgà are known to be quite timid.
Chyameya S̺ume Kûgà's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves square dance to channel Transmutation energies of tier 2 via speaking in tongues.

History
In time immemorial, reportedly some time during the early 2nd century, Chyameya S̺ume Kûgà was attacked by a renegade group of the army. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Chyameya S̺ume Kûgà lost 158 people, 132 livestock, and 46 buildings. The conflict ended after roughly 93, when members of Chyameya S̺ume Kûgà's militia enacted an operation to destroy or capture a particular depot. The operation was complicated by a key segment of the operation that deepened entirely on a stealth mission going perfectly. The conflict ended with pitched battle between both forces, which ended in a stalemate for Chyameya S̺ume Kûgà's forces. The war is remembered in legend by Chyameya S̺ume Kûgà's bards, historians, and legend keepers.
